About the workplace
The City of Helsingborg as an employer has approximately 10,000 employees and 470 managers. The City Management Administration is one of nine administrations and is led by our two deputy city directors. To carry out our mission, we are organized into seven different departments. Our administration has an important and exciting mission where we are here for others - for colleagues, other administrations, the residents of Helsingborg, and businesses, to name a few.
Within the Department of Democracy and Law, there is the Guardianship Unit. We operate under the Guardianship Committee and are located at the City Hall in central Helsingborg. Our mission is to assist residents in need of a guardian or administrator. We are also responsible for ensuring that children's needs for support, such as for unaccompanied minors or in special legal situations, are met.
In the unit, you will have 15 colleagues (case managers, coordinators, business developers, reviewers, and administrators). Periodically, we strengthen the team with temporary employees.
We are currently in a phase of strong focus on development, improvement, and efficiency. Among other things, we are working to increasingly digitize our files and our case management. Additionally, we are facing changes in laws and working methods that we have long awaited, but which place higher demands on the operation. At the same time, we must manage ongoing case processing and daily work, which is why we are now hiring another case manager.

Job responsibilities
As a guardianship case manager, you will have your own cases where you work with all case management actions, but we take collective responsibility for the cases within the operation and help each other as needed.
You will investigate the need for a guardian/administrator, make decisions by delegation, consent to various legal actions, handle complaints, prepare cases for the committee, provide advice and support to individuals, and perform other similar tasks. You will also work with administrative measures in the cases, such as dispatching documents, closing files, mailing, and similar tasks. You will have contacts with guardians and administrators, individuals in need of support, employees in other administrations within the city, government agencies, banks, insurance companies, and many others.
Our case managers provide service via phone, email, and scheduled visits. The case managers also hold information meetings for guardians and administrators and participate in larger or smaller development projects based on needs.
The work is primarily based on regulations in the Parental Code, the Public Access to Information and Secrecy Act, the Administrative Procedure Act, and the Local Government Act.
Qualifications
You who are applying have post-secondary education such as a social worker, lawyer, or another qualification we deem appropriate. You may also have experience gained in the workplace that we consider can replace formal education. Experience in guardianship operations is an advantage.
You have several years of experience working in public administration. We want you to have worked as a case manager in authority-exercising operations directed towards individuals and that you see it as natural to follow laws and procedures. You are accustomed to meeting people in vulnerable situations.
You have good knowledge of Swedish - both spoken and written - and find it important to express yourself in a way that the target group understands (plain language). You are skilled at collaborating with others and enjoy working in a team. You are quick to adapt to and work with IT systems.
